COMMUNITY ATTITUDES TOWARDS CONSTITUTIONAL DEVELOPMENT :
RECENT OPINTON POLL_TRENDS
INTRODUCTION
This paper attempts to identify community attitudes
towards constitutional development as revealed by opinion
polls. Particular attention is paid to public attitudes
towards specific proposals in the original 1992
constitutional package and to the modified version put
forward during negotiations with the CPG. For this purpose,
it is important to date opinion polls accurately. Hence,
wherever practicable, this paper labels poll findings by the
agency and polling date rather than by the newspaper
and date of publication. (Unless otherwise specified, all
data are from 1993 polls.)

The analysis covers all major polls conducted in
the run-up to the Policy Address as well as those undertaken
since.
The most satisfactory opinion polls from a technical
standpoint,
experience
are organised by Hong Kong University, whose
and
expertise provide a benchmark against which
other survey agencies feel compelled to compete.
