In the

run-up to the 1993 Policy Address, opinion

polls demonstrated

a strong community desire for the talks

to continue but increasing pessimism about their outcome:

PBR Poll, 9 September

(a)

per cent believed Hong Kong would be

adversely affected if the talks did not lead

to an agreement.

HKU Poll, 11 September

(b)

Only 37 per cent were

optimistic about the

talks. (32 per cent were pessimistic.)

PBR Poll, 19 September

(c) 60 per cent agreed that HKG should do nothing

yet to break off the talks. (27 per cent

disagreed).

However, 56 per cent believed China was using

the talks as a "stalling tactic".
