Dear Prime Minister,

Following the impasse after 17 rounds of talks between Britain and China, with no agreement on even the simplest issue may I, on behalf of the Liberal Party, ask that you intervene at the highest level to ensure that the talks on the future of Hong Kong continue with the will to achieve an agreement, not for the kudos of point-scoring by Britain and China against each other, but for the good of the people of Hong Kong.

Ever since the signing of the Joint Declaration in 1984, we, the people of Hong Kong, have been hoping that Britain and China would both discharge your obligations towards a smooth transition. We have so far been sadly disappointed.

Sino-British co-operation on all fronts is essential to ensure the stability and continuity that surely is the rigia of the people of Hong Kong. We were looking forward to a future where the development and government of Hong Kong was assured by a constitutional system that looked secure beyond 1997. This will only be achieved by the goodwill of both China and Britain and your joint determination to achieve a successful outcome to the talks thus honouring your obligations laid down in the 1984 accord.

The Liberal Party hope that Britain and China will pay heed to the wishes of the people of Hong Kong and return to the negotiating table, and take action immediately to allay the justifiable concerns of the people of Hong Kong. Opinion polls in Hong Kong say emphatically that people desire a settlement so that we can put the issue behind us and concentrate on building the future of our homeland.

I can only urge you to do your utmost to ensure that everything possible is done so that the parties to the 1984 Joint Declaration do arrive at a settlement in the not too distant future.
