All but three CRC members joined the new party (except

Howard Young, Peggy Lam and Gilbert Yeung, who was facing

legal action for electoral irregularities). Mr Lau Wong-fat

might decide to set up a separate "rural" Liberal Party.

(iv) Links between the Liberal Party and HKG: Mr Arculli said he and his colleagues would welcome more regular lines of

communication with the HKG and Government House over the full

range of issues. They may disagree with the Government on

some (eg constitutional ones) but agreed on many others.

Goodlad undertook to pass this thought on.

(v) MFN: Paul Cheng had led a delegation to the States to

discuss this and thought a Presidential decision to renew,

with mild conditionality, the most likely outcome. warning Peking that untoward events in Tibet could jeopardise

this.

Proposed

(vi) Nationality: on his way out Mr Arculli mentioned that

a LegCo delegation would be coming to London in June to

discuss with Home Office and FCO Ministers the position of ethnic minorities in Hong Kong.
