We have not yet received the top copy from No 10. The best thing I can do to speed up an early and positive response is to put up a draft reply! I enclose a draft: grateful for any comments by close of play your time on 10 December. With the Prime Minister about to leave for the European Council, I doubt that a reply can issue before early next week. But we will try to ensure that not to much grass grows under this one.
