LETTER FROM ALLEN LEE TO THE PRIME MINISTER

Hong Kong have sent us the enclosed copy of a letter to the

Prime Minister from Mr Allen Lee, Leader of one of the two

largest parties in the Legislative Council.

Allen Lee has taken a fairly helpful line recently over the

introduction of the Governor's first-stage electoral

legislation. The Governor has therefore asked that the Prime

Minister should, if possible, send an early and

positive-sounding reply. I enclose a draft with which the

Governor is content.
