VISIT TO LONDON BY MR MARTIN LEE AND DR YEUNG SUM (UNITED DEMOCRATS OF HONG KONG) 22 29 JULY

The Prime Minister should be aware that Mr Martin Lee and
Dr Yeung Sum, Leader and Deputy Leader of the United Democrats of Hong Kong, will be in London 22 - 29 July. They have asked to see the Prime Minister, as well as the Secretary of State
and Mr Goodlad. The purpose of this visit is to lobby MPs and the media, and to maintain pressure on us not to make what they would regard as unacceptable concessions in our talks with China on Hong Kong election arrangements.
The Governor has said that if the Prime Minister had the
time and the inclination to see them a call on him would help,
but he would put it no stronger than that.
The Foreign Secretary and Mr Goodlad will be seeing them, but
we do not think there is a strong case for the Prime Minister
to meet the UDHK on this occasion. Martin Lee had a good
and well publicised meeting with the Prime Minister in May
last year.
A second meeting now would make it harder for us
to refuse similar requests in the coming months from other Hong Kong political leaders.
