VISIT TO LONDON BY MR MARTIN LEE AND DR YEUNG SUM, LEADER AND
DEPUTY LEADER OF THE UNITED DEMOCRATS OF HONG KONG (UDHK):
22-29 JULY
Problem
1. Mr Martin Lee and Dr Yeung Sum of the UDHK plan to visit London from 22-29 July. They have asked to see Mr Goodlad, the Secretary of State and the Prime Minister.
Recommendation
2. I recommend that Mr Goodlad and the Secretary of State
should agree to see them. We have provisionally penciled in slots on the morning of 27 July. We do not think there is a strong case for recommending a call on the Prime Minister on
this occasion.
Background and Argument
3.
This visit is taking place at a stage in our constitutional talks with China (between the eighth and ninth rounds) when serious negotiations seem likely to get underway. Mr Lee and Dr Yeung will be aiming to keep up the pressure on us not to make what they regard as unacceptable concessions. They will be making the usual rounds of MPs and the media. We understand that the burden of their song will be "better no agreement than
a bad agreement".
