A 4. The Governor has said (Hong Kong telno 1171) he would be

grateful if the Secretary of State could find time for a brief

meeting with Mr Lee and Dr Yeung and that he welcomes

Mr Goodlad's offer to give them drinks. Mr Patten has also said

that if the Prime Minister had the time and the inclination to

see them a call on the Prime Minister would help, but that he

would put it no higher than that. We want to keep the UDHK on side as far as possible. But in all the circumstances, in particular with the pressure on the Prime Minister's time, we

would not be inclined to recommend a call on this occasion.

Mr Lee had a good and well publicised meeting with the Prime Minister in May last year. A second meeting now would make it

harder to refuse similar requests in the months to come from other political leaders in Hong Kong.
