You should be aware that Mr Martin Lee and Dr Yeung Sum, Leader and Deputy Leader of the United Democrats of Hong Kong, will be in London on 22-29 July. They have asked to see the Prime Minister, as well as the Foreign Secretary and Mr Goodlad (both of whom will see them). The purpose of this visit is to lobby MPs and the media, and to maintain pressure on us not to make what they would regard as unacceptable concessions in our talks with China on Hong Kong election arrangements.

Neither the Governor nor the Foreign Secretary believe that there is a strong case for the Prime Minister to meet the UDHK this time. Martin Lee had a good and well publicised meeting with the Prime Minister in May last year. A second meeting now would make it harder for us to refuse similar requests in the coming months from other Hong Kong political leaders.
