HONG KONG: LETTER FROM MR MARTIN LEE
The Secretary of State asked for a forthright reply to the I attached letter from Martin Lee.

I submit a draft. The Governor has seen this and is content
with it. The Governor wonders whether it would be possible for the letter to issue today, 5 October. He sees value in it being released publicly, as Martin Lee did with his letter, and believes that it will make most impact if it could reach the press before the Governor's speech. This may be logistically impossible, but I understand that there is a box to the Secretary of State in Blackpool at 1400. You may think it worth putting the letter for signature into that box. If the Secretary of State were able to sign this during the evening, it could be faxed direct to Martin Lee (fax no 852 861 2829). A copy could also be faxed to Government House for Martin Dinham (fax no 852 521 1868). They will then arrange for it to reach the Hong Kong press.
In the time available, I have not been able to consult Mr
Goodlad.
