17. It is undoubtedly true that the fortunes of the UDHK and of Martin Lee personally have fallen a long way since his election success of 1991. I suspect he is worried that they may have a lot further to fall still, and that in his desperation to preserve his own and his party's future, he may well feel that he has no choice but to go for broke. But I doubt if he had made up his mind about any of this; nor can he have had the opportunity to consult the party properly.
