Alan Paul's interesting account of his discussion last week with Martin Lee. Michael had a similar talk with Martin Lee which covered much of the same ground. However, in Michael's meeting, Martin Lee went rather further than in Alan's paragraph 12 (b), by suggesting that, in the circumstances described in that paragraph, UDHK would urge the mass resignation of the liberals in LegCo in an attempt to precipitate the dissolution of LegCo.

As you know, one of our suggested amendments to your OPD (K) draft flagged this point.

It underlines the Governor's concern that we can only go so far in moving towards the Chinese position without losing all liberal support and risking serious instability in the political system in Hong Kong.
