LABOUR FOREIGN AFFAIRS SPOKESMAN INTERVIEW

1. John Yaxley (Hong Kong Commissioner) rang me today. said he had picked up information about an interview with Allan Rogers (Labour spokesman on Hong Kong) by Jonathon Mirsky, which would probably appear in this week's "Observer".

2. Mr Yaxley said he understood that Mr Rogers had been deflected from the "straight and narrow". The interview contained quotations on the lines of "Governor Patten has a fast-track approach to democracy using the wrong sort of car" (?); "Mr Patten has been dealing himself the poker cards" (?); and "Hong Kong has never had democracy why change now and why annoy the Chinese?" Mr Yaxley commented that such views, if accurately conveyed, were clearly out of line with Labour's policy on Hong Kong as set out previously by John Cunningham and others.
