Basic parameters

If a 4-sector EC is to be formed on the ratio/

composition

elections.

Whatever voting system adopted must be fair

perceived to be so.

Proposal: Block Vote system

Under this system, each elector has as many votes as there are seats. For example, if there are 'X' number

of seats in

his sub-sector, the elector will have to

cast 'X' number of votes. Each vote will carry equal

weight, and So no order of priority/preference will

need to be assigned.

The 'X' number of candidates with the largest number

of votes cast wins, i.e. a simple majority will

suffice.

Why Block Vote system?

It ensures that an elector can exercise his full
