ROUND 9: DRAFT MODULE ON THE FOURTH SECTOR OF THE

ELECTION COMMITTEE

1. You have pointed out that the Election Committee which we

have proposed for 1995 does not precisely correspond in every

detail with that prescribed in Annex I of the Basic Law for

the post-1997 Election Committee. we have never claimed that

it did; instead we have carefully explained why we concluded,

after serious study, that it would not be appropriate in the

special historical circumstances of 1995 to follow every

detail in Annex I para 2.

2. I had hoped that, having considered our arguments, the

Chinese side would now be ready to take proper account of

these special circumstances and to show the positive and

creative spirit which those circumstances and our shared

objectives require of both sides. I am therefore disappointed

that your attitude remains purely negative.

Your argument seems to be that, whether or not our

approach is realistic and appropriate to the actual

circumstances of Hong Kong, there is no point in our
