4. I find the suggestion that candidates should make public their nationality status an attractive one, at least for after 1997. does give the voters a chance to know whether the candidate of their choice might possibly be liable to disqualification under the nationality rule.

The nationality rule in BL 67 was one introduced by the Chinese as direct retaliation for changes to nationality status for Hong Kong people which we introduced and they did not like. There can be no question whatsoever of us implementing it before 1997. I agree with Ms Saunder's arguments in her first paragraph. Not only would we not wish to implement that nationality rule, but we would also wish to avoid identifying any potentially "lame duck" members of Legco.

As Ms Saunders says the situation could well change in

the period 1995-97.
