there are assisting

measures which HKG can take in the PC in the implementation of the provision in 1997, without causing itself the constitutional/political difficulties in paras 3 above; and

specifically,

to a public responsible nationality

such HKG measures will not lead perception that HKG is directly for the implementation of the provision.

We will not do

anything to vet the 1995 legislators against BL67, or to disqualify anyone of them on grounds of BL67. Nor will we be responsible, for

example, for determining how nationality quota shall be allocated, or which of the legislators exceeding the quota should be removed in 1997.
