discussed last week, I have redrafted the paper on the 201 nationality restriction (attached). You will notice that this is practically a new paper focusing on our strategy in this matter rather than the technical aspects of how to implement the 20% nationality restriction (which I have noW turned into an annext of the paper). This is why it has taken us some time to produce this redraft.

Grateful if you could pass copies to Michael, Peter Ricketts, and Nigel Cox. I hope you could find the time to read it in Paking.
