deviate by more than 25% from the population quota

(obtained by dividing the total population in the

electoral area by the number of elected members), to

ensure that the Urban Council and Regional Council

constituencies are comprised of whole District Board

constituencies, to give due consideration to

preserving local ties, have regard to the physical

features of the area concerned, and specifies the

other criteria to be taken into account in

demarcating boundaries;

clause 22 requires that any report submitted to the

Governor be considered by the Governor in Council as

soon as practicable;

or a part of it for reconsideration and ask for
