by the Commission of reports relating to the conduct
of an election or any other matter relating to an
election;
clause 9 provides for the office of the Chief
Electoral Officer whose function is to do what is
necessary to implement the decisions of the
Commission;
clause 10 enables the Commission to delegate its
powers and functions to the Chief Electoral Officer
or any other person it thinks fit;
clause 11 provides that the expenses incurred by the
Commission or any other person for the purposes of
the Ordinance and payments to be made to the Chairman
and other members of the Commission will be paid out
of the general revenue of Hong Kong;
(k) clause 12 disqualifies members of the Commission
during their term of office and for 2 years
afterwards from being nominated as a candidate in an
election to the Legislative Council, Urban Council,
Regional Council or a District Board or from holding
office in any of these bodies (except a person who
resigns within 2 weeks of appointment);

clause 13 provides immunity for persons acting in
good faith for the purposes of the Ordinance;

clause 14 provides that the Commission is not to be
regarded as an agent of the Crown;

clause 15 prohibits the unauthorized use of the
