Explanatory Memorandum

The object of this Bill is to establish the Boundary and

Election Commission (Commission) as a body corporate. Its main

functions will be to make proposals as to the division of the

electoral areas of Hong Kong into constituencies in respect of any

election held under the Electoral Provisions Ordinance (Cap. 367)

and to supervise and generally manage the conduct of an election

held under that Ordinance or the Legislative Council (Electoral
