First, there was a need to address some

criticisms which had come to light during the last

election with regard to vote-rigging in existing FCs.

There was also a need to address the expansion of the

FC system to include new FCS.

changes proposed were mainly technical and were aimed

at replacing corporate voters with individual voters

who control the management of the companies or
