new Functional Constituencies should be instituted in the same way as for the existing Functional Constituencies.

All of

individuals who own or control the management a textiles and garments factory registered with Trade Department for certification purposes, or a factory which is a member of the Textile Council of HK should be eligible candidates/voter in the Textiles and Garment Functional Constituencies.
