Regarding the proposal at paragraph 2(a) above,
our preliminary thinking on additional measures to prevent possible abuses is as follows:

a company director must have served on the board of directors for at least one year before he can apply for registration as an elector;
during the year
immediately before he applies to be registered as an elector, the director must have attended at least half of the meetings of the boards of directors; and
a company must have carried on business for one year before its directors are eligible to apply for registration as electors.
New FCs

As for the 9 new FCs, we propose that they be created on industrial groupings adapted from the Hong Kong Standard Industrial Classification (HSIC) which follows the internationally accepted classification system:

Primary production, power and construction
(2) Textiles and garments
(3) Other manufacturing industries
