CONSTITUTIONAL PROPOSALS

ADVICE SOUGHT

Members are invited to give a steer on the following constitutional proposals announced by the Governor in his Policy Address on 7 October-

(a)

Minimum Voting Age;

(b)

Voting System for Geographical Constituency Elections;

(c)

Functional Constituency System;

(d)

Membership of Municipal Councils;

(e)

District Board Membership;

(£)

Boundary and Election Commission; and

(g) Election Committee.

Details of these proposals are set out at Annexes A - G.

BACKGROUND

On 24 November, Members agreed that there should be a meeting to consider in greater detail the individual components of the constitutional package. This memorandum presents an overall summary.

Earlier this year, the Administration conducted a review on existing electoral legislation and arrangements in the light of the experience gained in the 1991 elections. A number of the more important issues came before this Council for a steer in February and March this year. We have also made a series of presentations on our initial thinking to the Legislative
