The
Secretary for Constitutional
Affairs
four options were presented for Members'
consideration. Option A involved a combination of the
District Boards (DBS) and the 21 Functional
Constituencies (FCs). This drew on the model for the
1999 EC outlined in the Basic Law. The proposal was
put forward on the premise that if the current
proposal had to be amended this would be closer to the
preferred Chinese position. Option B, was a proposal
put forward by the ADPL, and was based on the
composition of the Selection Committee for the Chief
first HKSARG in 1997.
