CONSTITUTIONAL PROPOSALS: ELECTION COMMITTEE

INTRODUCTION

At the meeting on 12 January 1993, Members asked for a paper on possible alternative composition of the first Election Committee (EC).

Prior to the announcement of our current proposal last October, there was one vague idea floated around that the EC might be constituted along the Basic Law Consultative Committee (BLCC) model. There would be body of people representing organizations which belonged to different sectors of the community. These organizations would be designated by the authorities, and they would select/elect representatives to sit on the EC. This idea has a number of problems, including that as the organizations are to be selected their representativeness is highly disputable. In addition, there would be no effective means to control how representatives of these organizations are to be elected. This idea has not been further pursued since the announcement of our current proposal, and has therefore not been included as an option in this paper.

an EC based on existing functional constituencies (FCs) and District Board (DB) membership;

an EC based on the model put forward by the Association for Democracy and People's Livelihood (ADPL);
