We do not know which exactly are the corporate bodies the Chinese have in mind for the electorate of each FC (except for the Labour and Insurance FCs. See Note 2 below). The franchise estimates in this column are based on lists we have compiled of corporate bodies which seem relevant to the FCs.

In line with the Chinese side's principle of

corporate body one vote, the estimates assume

each body will have only one vote. The nature of the corporate bodies vary among the FCs, including co-operative societies (Agriculture & Fisheries FC), trade unions (Labour FC), companies (FCs for Textiles & Garments, Import Export, Wholesale & Retail, Chinese Enterprises Association, Transport,

and Sports, Entertainment & Culture), and sports clubs, performing companies/groups/clubs etc (Sports, Entertainment & Culture FC).

On the Labour FC, the Chinese proposal is to give a third seat to the 469 trade unions who are now voters in the existing two Labour seats. As for the Insurance FC, the proposal is to give a separate FC to the 229 insurance companies covered in the existing Finance & Financial Services FC. The two proposed new FCs will therefore not create any additional franchise.
