The object of this Bill is to make amendments to the Electoral
Provisions Ordinance (Cap. 367), the Urban Council Ordinance (Cap.
101), the Regional Council Ordinance (Cap. 385) and the District
Boards Ordinance (Cap. 366).
2. The Electoral Provisions Ordinance (Cap. 367) is amended

to provide that each elector shall have a single vote
for a single elected member in a single-seat
geographical constituency (clauses 2 and 5);
to make consequential revisions (clauses 3, 4 and 10);
to specify the system of voting and counting at
elections in respect of all geographical
constituencies (clause 6);
to lower the minimum voting age from 21 to 18 years of
age (clause 7);
to retain the minimum nomination age requirement for
candidature at elections at 21 years of age (clause
8);
to relax disqualifications for nomination or election
in the case of members of central or local legislative
organs of the People's Republic of China (clause 9);
and
to make other consequential amendments following the
enactment of the Boundary and Election Commission
Ordinance (clauses 11 and 12).
