HONG KONG: BOUNDARY AND ELECTION COMMISSION:
PROPOSED NEW DEADLINE
Problem
1.
Proposal for legislation to extend the deadline for the
Boundary and Election Commission (BEC) to submit
recommendations on the 1995 Municipal Council (MC)
constituency boundaries. Scope for misinterpretation by
China, LegCo etc.
Recommendation
2. I recommend that we should approve the proposal, and I
submit a draft telegram, (which should preferably issue on
6 October).
Background and Arqument
3. The BEC is required to submit to the Governor, by
31 December 1993, recommendations on the 1995 MC constituency
A boundaries. Hong Kong Telno 1563 explains that if, as
planned, we abolish all appointed MC seats and replace them
with elected seats, the number of constituencies will be
increased and the BEC would have wasted its time on abortive
work. It would be possible to legislate now to increase the
number of constituencies for the BEC to work on, but that
