PROBLEM

1.

Gameplan for handling the policy aspects of the talks up to the summer break.

RECOMMENDATION

2. (a) That we should pin down arrangements for a stock-taking at OPD (K) on 1 July for which the Governor and Sir R McLaren should be invited to

return.

(b) That we should, as the Secretary of State has asked, review after the Fifth Round of talks (14-16 June) the question of a visit by him to Peking on 9 July. Whether or not that visit takes place, we should plan for two rounds of talks in June and a further two in July.

I submit a draft Private Secretary letter to No 10 on an OPD (K) meeting. The Governor and Sir R McLaren agree with this approach.
