These are only rough estimates. We would need to ask Hong Kong for a more precise view of how long these different administrative processes would need to take. the face of it, it looks as if July 1993 is a serious practical deadline only for the Boundary and Election Commission, which is presumably why this item was removed from the election package. Whether to extract other proposals from the package on a similar one-off basis obviously has political and strategic implications. From a purely administrative point of view, there would be no great problem with doing this..
