(For this reason the Hong Kong Government decided that the proposed Independent Boundary Commission should be dealt with separately from the other proposals. The Boundary and Election Commission Bill was introduced into LegCo in February 1993);
composition of the District Boards (eg whether to retain appointed members, and whether NPC deputies may stand for election): timing on this is probably less tight, but a decision would need to be reached by the summer of 1994.

These are only rough estimates. We would need to ask Hong Kong for a more precise view of how long these different administrative processes would need to take. the face of it, it looks as if July 1993 is a serious practical deadline only for the Boundary and Election Commission, which is presumably why this item was removed from the election package. Whether to extract other proposals from the package on a similar one-off basis obviously has political and strategic implications. From a purely administrative point of view, there would be no great problem with doing this.
