to para. 31(B) of our telno. 154 to FCO and Two copies of the Bill are being forwarded to Vou through routine diplomatic bag (flight no. : CA 102, ETA (Beijing) 4 February 1520 hours).
The Bill aims to amend the existing five electoral
as to implement the following
lower voting age, single seat appointed seats in DBS and MCs,
and related ordinances SO
constitutional proposals single vote, abolition of
new FC arrangements and an election committee. Unlike the Boundary and Election Commission Bill, the present Bill is not
new legislation and is,
therefore, prepared in English language only. However, there is a Chinese translation of the
Explanatory Memorandum (at the end) which provides a gist of the Bill.
