I have already discussed the idea of an article with the Secretary of State and with Mr Culshaw. I confirm that the Governor would find it most helpful to have an article. published in the Secretary of State's name. The attached draft is based on one supplied by Hong Kong. I have shortened and amended somewhat and am clearing this draft in parallel with the Governor.
4. The defensive line to take is a response to comments which Sir A Donald has made privately in the past and might make in front of the FAC. We have carefully checked the papers and are sure that this line reflects the instructions which Sir A Donald received at the time. We would check further with Ministers before deploying any line following the FAC hearing.
