I will be very happy to answer Members' questions on any of these subjects, but before doing so I would like to

say a few words about the localisation and adaptation of laws. Also, with Members'. permission, I would like to ask David Edwards, the Law Officer (International Law), who leads the British side in the International Rights and Obligations Sub-group of the JLG to say something about the various multilateral and bilateral treaties that are being discussed as well as on legal and procedural matters between Hong Kong and the People's Republic of China.

with respect to the localisation of laws Members may already be aware that we have identified approximately 300 UK enactments applying to Hong Kong. These cover several important areas including civil aviation, merchant shipping, surrender of fugitive offenders, international terrorism and intellectual property. Hong Kong Ordinances must be passed to replace these enactments before 1 July 1997. To be sure that localised Hong Kong ordinances are compatible with the Basic Law and can therefore remain in force after 1997, agreement was reached in the Joint Liaison Group (JLG) that we should discuss these issues with the Chinese side. Before bills are introduced into this Council.
