No. The two Governments are in frequent contact

on wide range of matters. However this is the full correspondance on the specific topic referred to by Mr. Lu Ping.

Will you be ready to release other confidential exchanges on matters of direct interest to the

people of Hong Kong?

No plans to do so. Diplomatic exchanges normally remain confidential by the agreement of

all parties concerned.. This is a convention well recognised by all countries. in this

particular instance the Chinese Government

suggested publication. We have decided to publish the exchanges in order to make plain the true nature of the discussions which took place, already partially disclosed by Mr. Lu Ping.
