appointed seats a logical step as LegCo will be fully elected in 1995 in the sense that it will have no appointed seats.

To give the District Boards responsibility for local public works projects and other local activities; and to increase their funding.

The nature of DBS will remain essentially the same. Not incompatible with the provision for District Organisations in the BL. The list of activities in Article 97 of the Basic Law for district organisations clearly illustrative ("providing services in such fields as ...").

To establish an independent Boundary and Election Commission. The BL is silent on this subject.

For the Election Committee to have all or most of its members drawn from the District Boards.

The Basic Law Prescribes the membership of the Election Committee for the Second LegCo. But it makes clear that the first Legco Election Committee is not that in Annex I of the Basic

Law.

The appointment of Members of District Boards to the Election Committee cannot be incompatible with BL 97 ("District Organisations which are not organs of political power") since the BL itself (Annex I paragraph 2) envisages District Organisations playing a role in the Election of the Election Committee and hence the second

LegCo.

A single seat single vote (SSSV) system which is perfectly sensible and manageable.
