The Governor thinks the statement for use by Chamberlain is very good, and hopes very much that Mr Chamberlain would be able to make it.

As for details, we have the following comments :

Section on Status of BL

(a) Last

paragraph, penultimate sentence. As drafted this gives the impression that we are broadly content with the BL in its final form, which we have influenced. Redraft to read :

"Indeed, some of our suggestions have been reflected in the final version of the Basic Law, although we would have liked to see more of our suggestions accepted by the Chinese side.";

Section on Consistency with JD

(b) The 5th and 7th sentences sound defensive. Propose to

delete them,

start the 6th sentence with

"Accordingly, ";

and

(c)

The 8th sentence.
