HOW FLEXIBLE IS THE BASIC LAW?

The Chinese have said that no amendments are possible before 1997.

After entry into force, the BL can be amended in accordance with the procedures set out in Article 159. [Amendments may be made by the NPC, on proposals made by the Standing Committee of the NPC, the State Council or the HK SAR. No amendment may contravene the established basic policies of the PRC for HK].

As a matter of international law, any amendment to the BL would of course have to be compatible with the obligations of the PRC under the JD
