1. When, I called on Zhu Liang, Chairman of the NPC FAC on 9 October. I took the opportunity to stress the high level of the visit and its working (i.e. non-touristic) purpose. told Zhu that

were generally content with the programme for Peking but that the Committee would welcome the chance to meet other senior Leaders. I expressed my disappointment with the state of progress on the programmes for Shanghai, Canton and Shenzhen and reiterated that we would like the Committee to meet senior people as this would give them an authoritative view of developments in China.

Zhu's response was that the programmes outside Peking were difficult because very little time was being spent in each place. Contacts with the NPC today show that more promising programmes are developing for the other centres. These will be outlined in a fax to be sent to Hong Kong for the Clerk.
