18 January 1992 and all the records were destroyed. The review finally took place on 24 March 1993 but no decision has yet been taken. Since then, our Embassy in Manila, as well as the lawyers acting on behalf of Mr Au and Mr Wong, have made several unsuccessful enquiries to find out when the Judge will reach a decision.

10. Mr Howard Young, a Hong Kong Legislative Councillor, has raised these cases with Mr Goodlad on several occasions, the last time being on 31 May. Mr Young is fully convinced that the two are innocent victims in a drug smuggling scam opperated by other (Malay national) members of the tour group Au Wing Cheung was leading and is concerned at the lack of progress in the judicial review of these cases. Mr Goodlad wrote to the Philippine Ambassador in London on 23 June to express the concern of the British Government and raised the matter during his visit to the Philippines on 10 August with the Philippine Solicitor General. So far there has been no response.
