UNHCR debt to Hong Kong

- We are in regular contact with UNHCR. They rely entirely on voluntary contributions and can only repay the debt to the extent that funds are available.

- UNHCR fully acknowledge their moral obligation to repay, and now include a reference to the debt in their fund-raising literature.

We have firmly reminded the major CPA donors of the debt the international community owes to Hong Kong for having shouldered the burden of Vietnamese migrants for so long. Will continue t

press.

UK financial contributions

From 1989 to date the UK has contributed more than £60 million towards a solution of the problem. We shall make further substantial contributions in 1993/94.

Figures do not include the cost of running our Embassy in Hanoi which has put a great deal of effort into solving the Vietnamese migrant problem on behalf of Hong Kong.

- UK bilateral aid programme has proved most effective, providing just the right atmosphere to encourage continued Vietnamese cooperation on the ORP. Hong Kong programme too has been very successful.
