1 According to Helen Irwin, Clerk to the FAC, the group have already been in touch with the Chinese Embassy here and have, through the good offices of Ambassador Ma, received a formal Letter of invitation from the Foreign Affairs Committee of the NPC confirming that the proposed dates are convenient. Visas have also been issued.

Objectives

2.

The Committee have not yet narrowed the focus of their enquiry. The Clerk would, at this stage, prefer you to say simply that they are interested in all aspects of the bilateral relationship and in foreign policy in its widest sense.

For your own information the Committee are likely to spend less time on Trade issues (these were fully covered by the Select Committee on Trade and Industry in March last year). Delegation

Mr Howell will lead a delegation of 8 members (Mr Rowland has withdrawn) plus the Clerk and one Assistant, a total of 11.

Accommodation and Transport

4. The FAC have politely declined an earlier Chinese offer to pay for these costs on the usual grounds that it is against House of Commons rules.

Hotels

5. The delegation are grateful for these details and ask if you would please book 11 single rooms in the Jianguo hotel.

Travel

6.

The delegation are aware of the alternative routes but for private reasons have decided to travel via Hong Kong.
