When the moment comes to put draft legislation to LegCo, Ministers and the Governor will decide, in consultation with ExCo, what proposals to put forward.

If you fail to get agreement are you giving up the idea of a smooth transition?

Not at all. A through train, based on agreed principles, is an important part of a smooth transition. But there are many other matters involved. Our aim will be to continue to work together with China to ensure that Hong Kong's administration, its legal system, its whole way of life, moves smoothly through 1997 to a secure and prosperous future. Also important to have cooperation on big projects.

If the through train is so fundamental why put it out of reach by going ahead with legislation unilaterally?

The through train is a key part of any overall agreement with China on election arrangements. But if we cannot reach agreement, in spite of our best efforts, we are faced with a quite different situation. Arrangements for the 1994/95 elections must be made. And we have to see to it that they are set up, in conformity with our responsibilities under the Joint Declaration.
