EX-CHINA VIETNAMESE ILLEGAL IMMIGRANTS

During the summer there has been an influx into Hong Kong of ethnic Chinese, originally from Vietnam, who have been

settled in China following the Sino-Vietnamese war of 1979.

These people are known in Hong Kong as Ex-China Vietnamese

Illegal Immigrants (ECVIIs). As their name implies, having been settled in China they are not regarded by international law as

being refugees. The Hong Kong Government therefore treats them

as they would other illegal immigrants from China. Agreement has been reached with the Chinese Government that, after their

identities have been checked, they should be returned to China

by land or by sea as appropriate, with costs being shared

between the Chinese and Hong Kong Governments. To date over 2,300 ECVIIs have arrived in Hong Kong this year. 130 have been

returned to China. More will be returned soon.
