7. The Airport Committee held meetings in June and August.
Agreement was reached on some important elements of the airport
project, including the franchise for the Western Harbour
Crossing and Phase I of the Central and Wanchai Reclamation.
The financing arrangements for the Airport Authority and the
Mass Transit Railway Corporation were also discussed, but an
agreement has not yet been reached.
NATIONALITY ISSUES

The British Nationality (Hong Kong) (Selection Scheme) Order 1993 has now received Parliamentary assent and comes into force
on 3 January 1994. This Order makes adjustment to the British
Nationality Selection Scheme to enable the transfer during the
final phase of the plan of unused places within and between the four different classes. The final phase (the second tranche) begins on 4 January 1994.

Processing of applications under the first tranche is on
target. As at 18 September 1993, just under 35,000 principle beneficiaries and close to 58,000 dependents had been registered
under the scheme as British citizens. Processing of the remaining applications under the first tranche (about 4,500) will be completed by the end of 1993.
10. On the registration as British citizens of the children of
"split families" (paragraph 41 of our Memorandum) 199 applications out of 221 so far received from such families have
been successful. None has yet been refused.
11. On British citizenship for non-Chinese British Dependent Territory Citizens (BDTCs) Home Office Ministers have again considered carefully the case for British citizenship for the
