OUR TELNO 198: PROPOSED ENQUIRY INTO HONG KONG BY SELECT COMMITTEE ON FOREIGN AFFAIRS (FAC)

1. Paragraph 17 of the 1989 FAC Report notes that we intend to discuss with the Chinese Government the machinary for the selection of the first Chief Executive. We have not discussed this subject with you for some time, but our recollection is that we agreed to take this forward after decisions had been taken on the 1994/95 elections.

I doubt there is much we can tell the FAC except to point out that we still intend to discuss this subject with the Chinese at an appropriate time. It would however be helpful to know whether you have given any more consideration with the Governor to this issue, and the timing for putting forward proposals to the Chinese, and to have any thoughts on how to play this issue in our memorandum to the FAC.
