We alerted you in a recent telegram to the request from the Foreign Affairs Committee for a Memorandum up-dating the Government observations on the 1989 FAC report on Hong Kong.

The Committee want this by the end of March. I enclose a draft. I have adapted this hastily in the course of today to take account of the announcement on publication of electoral legislation. That passage can possibly be further improved... You will also see there is one point on nationality where we would welcome a specific input.
